I've been toying with the idea of picking up a set of these custom scales that pop up now and then on BladeHQ, but I was wondering, why no tip-up carry option on these?

Seems like a missed opportunity.
Being bothered by the "tip-down only" on the Military, I'd jump at a chance to pick up some scales that allowed me to carry it tip-up without me having to modify it myself.
I don't own a drill press and I'm not that handy, so I don't really want to venture into that territory.

Anyway, before I pull the trigger, I was wondering if any of yall know any good custom scales for the Military that allow for tip-up carry...

Maybe because the steel liners only extend to the screw above the lanyard hole in you picture above. In other words, there are no steel liners near the lanyard hole to screw a clip into.

How do most guys mod their Military to allow for tip-up carry? I think I saw a tutorial posted here that involved just drilling right into the G10, or using some kind of grommets to drill into?

Like I said, I'm not really very handy.

You could mill the underside of the scales and use a metal plate or nuts as well. What I did is just drill and tap the G10 directly. Been carrying mine almost daily for several months and the clip is still solidly attached.

You'll need to use a different clip because the one for the military will curve the wrong way. If you go with the putnum scales you'll also need to mill a flat area for the clip to sit in.

 
The scales were meant as a replacement, not as a redesign of the existing scales. The Military is one of only a handful of knives that for me needs to be tip down. After almost 13 years of owning and carrying them, it seems a bit odd to have the clip moved. Just my .02¢
