How do you properly name a file for the notches on the back of blade and where can I buy it?

If I understand your question right, you are looking for a checkering file .
 
Thread files can also be used for this and can be had cheaper, but I would guess that checkering files are generally of better quality.
 
Justin is right on both counts. Thread files are meant for cleaning gunk out of threads, and for repairing ones that are a little stripped. They're not hard or durable enough to last very long when actually cutting grooves into steel. They do work pretty well for establishing evenly-spaced markings, that you can use as layout marks and deepen with needle files.
