What angle is best to use on D4? I have a lansky and a Sharpmaker. Maybe its not the angle, maybe its the steel? I sharpen at least twice a week. I do use it a lot .

Will the lansky go down to 15 deg per side? I would put a 30 degree inclusive edge on it and try it out. You can use the 30 degree setting on the sharp maker to touch it up. It should hold up fine but if you do notice some edge damage then you can use the 40 deg setting and put a microbevel. It has been my experience that 30 degrees is strong enough for most day to day uses. I take some of my folders down to 20 degrees without a problem. They cut great and hold up great unless you are rough and cutting sheet rock or something similar.

It depends on which color is best;)

Honestly, I think ideal bevel angle is about as individual as color preferences. Depending on your wants, whims, needs, uses, sharpening methods, and desired maintenance frequency, you can answer your question a lot of ways.

Spyderco generally aims for 30 degrees inclusive with a 40 degree (inclusive) micro bevel. That is a "good" answer for many people.
