The half stops and snaps are great and no blade wobble.
I have to ask, what is the length closed? I have in hand an Imperial Prov. RI knife that looks to be an exact match for what you have there. The covers on mine have a slightly different jigging and the color is a shade or two lighter, but overall shape, bale, pin placement, blade shapes and bolsters look identical. Mine is 3-5/16" closed...

3 5/8". Are you sure yours isn't the same.

Imperial made the same knife under USN contract. Spear main stamped as you say. Pen stamped USA.

My pen is stamped USA, hmmm, checked at a different point on the old wooden ruled and got 3-3/8". I'm good enough with that, you just gave me some info on this ole girl that I really didn't know anything about before. It is a snappy little knife with very pleasant pulls on both blades, takes a wicked edge too. Thanks for sharing leghog.
 
Great find! That makes me wish I had the knife my grandfather had when he served on the Pennsy. If GEC ever made a navy knife to commemorate the BB-38 I would be first in line. The Pennsylvania is sadly mostly forgotten. She fired more ammunition during the war than any ship in history. In fact she fired so rapidly it earned her the nickname "Old falling apart" and the Japanese reported her sunk twice due to the smoke cloud from her guns.
 
Did the blades ever have half stops. I have the same knife made by Camillus. The half stop os gone on the main spearpoint but still very strong on the pen.

I have no way to determine this, the knife came to me as it is, and whatever it went through on its journey to my hand is a mystery. It was well cared for though, which is always nice to see in an older knife...
 
Yep, I have the Camillus version. No half stops on mine, and no bail, but everything else identical.
 
Very nice PAL EO (and Camillus EO). I have two by Imperial, one bone handled and one "gum fuddy" handle - how do you determine that the knife is US Navy issue? OH
Ps Walk & Talk on my two is still like new with no blade wobble, no half stops either. They really made these knives to be durable.
