Anti-Bear Spray?

I saw this story on the foreign wire. Is there really such a repellent? I have not heard of it.

OTTAWA: Canadian backpackers were warned to return their Bearier Bear Repellent, a spray product designed to drive away menacing bears, because it could fail at the crucial moment.
The Canadian government said the voluntary recall was issued after the device, which uses the pungent pepper spray, developed trigger problems during tests.
"This poses an unacceptable risk to users," a news release said.
The product is manufactured by Axtrom Industries of Florida, and sold in British Columbia, Alberta, Quebec,and Ontario.
Canada is home to about 400,000 black bears and 20,000 grizzlies. - Reuters

There are many different OC (oleoresin capsicum - pepper spray) products currently available as animal deterrents. The formulations generally use a high grade of pepper which is not intended for use on humans, as they would cause severe burns to human skin. Most also use a very high pressure canister, which would cause acute hypodermic injuries to humans.

Here in NY State, we have several thousand black bears. I have reports (from several coworkers) who have used OC aerosols to deter bears in their campsites. We have many reports of human formulations of OC being effective on aggressive dogs.

OC is an inflammatory agent (it inflames tissues it contacts) and as such it does not rely upon lacrimatory glands for effect. Hence, it MAY be effective against animals.

The only thing certain in this life is death and taxes, so don't rely upon any defensive product 100%.

WARNING
This stuff does repel bears, if you get them straight on. But if you spray it and it settles on the ground or a tree etc., it ATTRACTS them. Don't use it as an area defence because it will have the opposite effect. And be careful where you practice shoot it. I wasn't and got an unpleasant surprise.
 
There is a running gag that goes that park rangers urge people to attach small bells to their clothing to warn bears away, and to carry OC spray should the bear not retreat.

This is so that the park rangers, when the people do not return, may look for bear droppings with small bells in it and an odor like pepper.

I have found that 300 grains delivered inter-cranially at 1800 fps is quite effective...
