Antique primitive axe identification question...

I found an antique primitive axe at an estate sale. I don't know anything about it. I was told it could be a canoe axe or a bark stripping axe. I was also told it could be as early as the early 1800's. Any further info could be helpful. thanks!

It strikes me as something home-made but it definitely is a conversation piece! I presume only the through bolts/rivets keep the blade in place?
 
I've seen a few tobacco-cutters. They've been lightly built, with thin blades and bolts or rivets. I've never seen a double bit one, which of course proves nothing.
