A picture of the entire sword would be nice. From what I can piece together in the pictures, it would appear that you have a small sword (a type of sword not a description) that is in pretty rough shape.
This is an early 18th century "hanger." Similar models to that in the photos were issued to British grenadier regiments in Queen Anne's War (7 Years War) and the French and Indian Wars. Similar types were worn by all classes of people and is also found as a cutlass used by pirates. Take a look at Neumann's "Swords and Blades of the American Revolution."
Actually, Neumann would list it as a short saber. Neumann's book is useful, to a point. Published 50 years ago. The book could use amending but everyone likes the book as a place to start.
The factions of collectors are such that (just this month) I have seen three of these hilts with three varieties of blades labeled as a spadroon, smallsword and shearing sword. This one would fall into the spadroon/backsword/shearing sword groups. Although, this blade itself properly falls into the spadroon category, with a double edge a proper shearing sword and a thin (or no) fuller at the spine side of the blade. It appears to have lost a couple of inches of blade length. The fuller does properly finish, either with a thinner blade with less fuller, or right to the point. Many of the thinner ones did get cropped, making a stiffer blade. The blade would likely been around 31"-32". Here is a similarly shortened blade.

Styling around the 1750s forward and my hunch a British build with a German blade. We often see the tape in conjunction with wire but not always.
