Any DVR, DVD Recorder experts here?

During our trip to Costco yesterday, my wife spotted 2 DVD/VHS recorders. One was a Sony that could record from a VHS tape to a DVD and I ASSUME directly from cable to a DVD. It did not have a built in tuner. The other one was a Panasonic that also had a VHS deck and a DVD recorder. This one had a built in tuner. I read all the stuff on the boxes and I found it interesting what was NOT said. Neither said that they would record directly from cable or other TV input to the DVD.

To confuse matter further, we went to Walmart for a few things and took a look at their TV dept. They had a Phillips DVR with a DVD recorder and a built in tuner.

About 6 months ago I looked into DVRs and it seemed that they only worked with a subscription like Tivo. Have things changed? Can you record to a DVR or DVD directly without having to pay for a service? Have I expressed my question clearly?

Inquiring minds want to know.
 
I'm probably not much help...but I have a DVR card for my computer. I just run a coax cable to it from the wall and can watch TV and record it onto my hard drive.

I know you can get a DVR from the cable company for an extra 9 bucks a month which is just like the cable box but has a HD and can record programs.

So in conclusion I don't think a special service is required. If there is a unit that is a DVR with a built in DVD recorder I would bet you can record shows, pop in a blank DVD and burn a program to disk. Not positive but I don't think they have made it hard to do yet.
 
I have two Panasonic DVD recorders, they both will record directly from the cable input to the DVD. Mine do have tuners. I bought them a few years ago.
