Don't have one myself, but folks have been speaking highly of Mcusta Knives, from Seki City. They have a number of damascus offerings in your price range.

Why not make your own. This is probably exactly what you are looking for. You can order a custom Buck 110 in Damascus for under $150.

Mcusta's are sweet, and you can get one for about $100 with Damascus steel blade. Incredibly sharp out of the box, and smooth opening. I own the one with the cocobolo wood.
