Any ideas on how to get these scratches out?

So my brother left his 1670CF154 (limited edition Kershaw Blur with CF and a CPM-154 blade) in the engine room of a boat he was working on and one of the other employees found it. My brother thought it was lost for months until the other day he sees this guy with it sharpening it on an electric grinder. In short, he gets the knife back but it has bad scratches in it. Kershaw wouldn't be able to replace the CPM-154 since it was limited edition so is there anything short of sanding or a regrind we could do to get them out? I considered re-tumbling it but the thumb studs might be messed up and i believe they're pressed into the blade.

You already listed your best options...sanding and refinishing the blade.
Instead of doing it yourself if you're not comfortable I know there are knife makers on this forum that do regrinds...I have never used any of them myself so no personal recommendations but it might be worth looking through the feedback thread for somebody with a good reputation.

I dont think tumbling or stonewashing it will ever remove all of those scratches.

If sanding of any type was gonna be done I would probably send it to Big Chris for a new grind (good excuse for a nice new grind end edge IMO)
 
Someone should have told him it wasn't a lawnmower blade. +1 for regrind. You would end up with a better slicing geometry in the end I'm sure.
 
Have the guy who "found" it and then decided it was "his" buy your brother a new knife... Thieves should pay, and since he did that much damage to the knife, he owes him a new one. Nevermind the fact that he could have easily damaged the HT on an electric grinder...
