Any ideas on who made this knife?

My grandfather said that someone left this blade at his house many years ago in Miami. It has many of the pro tricks, angular, clean grind lines, soldered guard, spacers in the handle, etc. It's also marked "33" on the guard. The makers mark is "J.W.", and it's marked "R.W." on the sheath. Looks like the sheath was a boy scouts project. (Lots of tools, very little skill, and some instruction.) The initials could be a coincidence, but with the sheath, it makes me think that it could have been a gift from the maker to a younger relative.
It appears to be stock removal, a stainless steel, possibly 440C. It was kept in the sheath for many years with only minor discoloration. I haven't cleaned it up yet in these pics. The filework at the ricasso appears to be drilled before the stock was cut out, but I could be wrong, since it has file marks, although they could have been put there after heat treat to clean out decarb from the grooves.
10" OAL, mostly handle. Handle is domestic, mule deer, maybe moose.
