It's a cheap knife that's essentially a Buck 110 wannabe, it looks likely to have been sold by American mint which often sells lots of poor quality knives in collector tins.
It's probably made in china and has essentially zero value to it not that you asked, I wish I could tell you it's something special but it's not.
It could still be usable if you can get it sharp.

honestly can't comment on op's pictured knife; except that it does bare some
resembalance to vintage (circa 80s/90s)
japanese made franklin mint folders with faux ivory and stamped scrimshaw graphics...
