Any info on Buck Steelmaster 137?

I was going through some of my Dad's old stuff and found a Buck Steelmaster 137 sharpener. Does anyone have any info on these? It appears to have a different surface texture on each side. Is this supposed to be coarse and fine?

Any info about the use of this would be appreciated.

Looks like no one knows much about these.
I used it last night on an old Boker Tree Brand that I carry at work. After only a few strokes it was sharp enough to shave hair. Guess I'll figure it out for myself.
 
We found one in an old tool box of my late grandfather's. Took us a while to figure out how it worked; once we did, everyone thought it was really cool. And it works great on knives. It's definitely a keeper, IMO.
