It appears to be a Fred Perrin Juniper Griffe neck knife (Google it). I am not aware of any engraved models, so this may have been done by another individual. The engraving would have most likely covered up any maker mark, as Perrin definitely stamps his blades.

NOTE - it could also be a cheap knock-off from Pakistan as well, although the engraving is rather crisp and fairly-well executed and not typical of most fakes. Hard to say without actually seeing the knife in person.

Is there a sheath for it?
 
I don’t see any in google images that have a hard almost 90 degree corner below the finger hole. I think it might be something else

You are correct. However, there have been countless variations of the La Griffe for 30 years+, and often imitated by many makers with slight changes to Perrin's design.

It's almost too bad that it is engraved, as it obscures any maker's mark - if there was one.
