Any thoughts about what this knife is?

I have owned this knife for 6 years and still have been unable to identify it. It is 17 1/4" long, with what appears to be a horn handle. It has silver inlays on each side, which are partially lost because of such deep pitting. On one side is a silver hexagram and on the other side is an anchor that has rope and has a tilted crossbar. It appears very old. Help, please.

Blade pitted. I have more photos. It almost looks like Ottoman Empire to me, but then, I really don't know.
