It's an emergency whistle butt cap for a one piece.

Heard it was an after market but the construction/quality is very good.

Got it with a knife purchase about 10 years ago.

If that is a question to me... the pic above is the one example I have. Truthfully I don't need the whistle (or more than one I have) but I do like the added 1/2" it adds to the handle.

I have one. It was made by TAD Gear. I got it with a OPK I bought years ago. An option with it was a button compass that could be affixed to the inside. Mine has that as well. It will fit any of the larger OPK like the shadow 4 and up. Will Not fit the 4" versions as the handles were of a smaller diameter. The whistle is very loud. Installing this also adds some length to the handle as well. Great item and not one you see around often. I have had countless offers for mine over the years but it's not for sale.

The original post you shared was pretty good too :D
