This would be for my Pumpkin GW

Do you need a press and stuff like that? Or can you just heat and form?

Or should I start with a kitty leather sheath kit?

My vote is for leather. Note that a kit fold-over sheath like you picture may mount the retention strap too high for a game warden.

I prefer leather to kydex but if you must choose one of the kits you have showed I think the kydex looks superior. I do not like the looks of the leather sheath in that kit. Kydex from a kit will probably serve you better.
Good Luck and post some pics when you are done

I think the kydex will require more to make it look like the finished product pictured. I think it requires a press to make it form that nicely.

If I go with the leather, I wouldn't put the snap keepers on there. It was the only leather kit I found on a google search that was pre-fabricated and the right size for the GW. I could always just buy the components separately to make my own design, but that's unfamiliar territory. Do I get a leather slab, needles, and line? Who knows.

Texas knife supply has decent leather kits. For a kydex press try foam and two plywood boards. Jump on it a few times and it should take the shape of the knife just fine
Cheers
