Anyone have background on this Mercator?

Does anyone know the history behind a small Mercator lockback with black handles? it's cheap, and the scales are a single piece of folded over metal. the blade retention is a small lanyard d-ring and there's a picture of a cat with some writing beneath it on the scale. it was made in solingen, germany (or is that the steel?). just wanted to know what the history is behind it and what the deal is with the picture and markings.

Do a search on the Bernard Levine collector's forum. There was a lengthy discussion about these knives several months ago. One forumite even visited the factory in Germany.
