It is what is known as a Garuda.
Sometimes done as more of a bird-like creature and also done as more of a dragon-like creature.

Yours is Indian in origin and by the lack of any patina whatsoever, likely of fairly recent manufacture. Probably within the last 20 or so years.

As far as they go, it isn't a bad one and isn't "junk".
These were made for the tourist industry, to be sold to tourists a mementos of their trip.
It is for hanging on a wall or sitting on a mantlepiece as a conversational piece and is not really made for any hard usage at all.
That being said, it would likely be useful as a weapon.
