Anyone in USA polish tantos?

I have a Japanese tanto that has some kizu. And one of the bozos who owned it before me tried to "fix" the spots. FORTUNATELY....they ONLY messed with the actual spots and so far I have just ignored it as the rest of the blade looks OK.
But....I was just wondering if anyone here can do a polish on the blade and get it as well as could be expected considering the kizu.

It isn't a blade worth sending overseas....unless it turned out to be and they KEPT it. But being unsigned, I doubt it.

Any steering to a polisher appreciated. TIA
