Anyone know where I can send this knife for replacement screws and possibly spacers?

I have this Combat Elite folder and a couple of the screws are stripped possibly the spacer as well, I’m not sure.

Combat Elite no longer makes knives so I can’t send it to them and I have no way to measure them to find out what I need to order.

Does anyone know of a knife modder that would have replacement black screws and black spacers?

Well you need to know the specs to order them. You need to know length, diameter and thread pitch. If you take them to a good hardware store they have thread gauges and micrometers and could probably help you figure it out. That would be cheaper than sending it to someone to do it for you.
