Aquiring residency in Texas?

Hello, I'm a out of state student in Texas and everytime I go and look at the residency requirements it confuses me a little. I'm looking to get residency here for alot of reasons such as lowering tuition and the BIGGEST reason is so that when I turn 21 I can get a CCW permit. I am not yet 21 so I'm not in a hurry to find out, but since most of the requirements say that I need to live here for a year in my own residence and (I think) have a job in Texas. If anyone could help me out and tell me if their is a way to get some sort of partial residency that will allow me to get a CCW in Texas when I turn 21 I would appreciate it. I am hopefully planning on living here in Texas when I eventually graduate and just feel it is my responsibility to have a CCW. Thanks in advance.
 
Usually you can prove residency by registering to vote, registering and paying fees on a vehicle, getting a TX drivers license, and establishing a local checking/savings account. Having utilities in your name might also help. As far as residency for school that ain't going to happen. Once you are classified an out-of-state student you will remain one, even if you become a Texas resident, unless you drop out and work for 12 consecutive months. Some states are even stricter than that. In North Carolina it is almost impossible to become an in-state student. Even marrying a resident won't do it. Getting a CCW shouldn't be a big deal, but I'd double check before you drop out of school. :D

Mr. Donovan pretty much hit it on the nose, so I will only add that I understand why you would want to carry a pistol in Austin. If you succeed in getting one just be very careful when driving while carrying. If you ever get pulled over by a LEO be sure to immediatly mention to them that you are carrying and that you have your CHL, and keep your hands on the wheel. Im sure that seems like common sense, and I'm not trying to sound condescending. The calmer you can make a Texas LEO while you are carrying can really improve your experience with him. A lot of them deal with gun toting criminals all the time. Also if you travel in a state bordering Texas, that state will honor your CHL as they do vice-versa. Good luck
 
You need 3 forms of Id to get a Texas drivers liscense. Voters registration card is one. If you have a car or a motorcycle, you will need insurance on it to get the D.L. you also need a proof of residency such as a utility bill, make sure it doesnt go to a PO box, but to your home itself. I had to to this a few years ago. Helps when you have your birth certificate, also. I you might be able to take the classes now, and do the firing course after your 21. Good luck, man. Texas is a huge state, lots of cool things to learn and do here. If you must go to Mexico go to Progresso, not Reynosa.
 
Thanks for the helpful replys! I still have about a year and a half to go till 21 so I figure next year I'll get set up with an apartment down here and also bring my truck down and register it here so I should be able to do it then. Sounds like it will be easier than I thought which is great.

Thank you for the advice and I will be sure that when the time comes, if I ever get pulled over I will mention the CWL to them and keep my hands on the wheel :D .
