Yes they are but some local laws are more restrictive.

Depending on the wording of the laws where you are it is important to note that speedsafe knives do not have a spring in them. They open with assisted momentum from a torsion bar. If you take the knife apart it looks more like a bent paper clip. A lot of the laws seem to place the distinction on knives that open with the push of a button. This also is not the case with speedsafe knives.

Best advice would be to consult your local general statutes. This should be easy to get at online and should be searchable.

As Morrow alludes to.... there are "places" in Pa that I would Not risk an encounter with the local constabulary that might start with, "Hey what do you have there in your pocket".
I live in more rural areas and carry everyday (Thank God) with no worries. I don't even visit many areas (I'll leave it at that).

According to one LEO, as long as you have to physically manipulate the blade, rather than a separate mechanism such as a push button or slide, it is considered assisted and legal.

That was in the Pittsburgh area and although it is true by the law (though it is vague and has other restrictions) it may not be representative of the average LEO understanding.

EDIT: this was in regard to a Kershaw Leek, that I showed the LEO.
