Are Mini CQC-7 in Production?

Yes. Emerson does all of their folders in small batches and since there is a big demand many of the models sell out fast once a batch is available for sale. Once they sell out from Emerson and from dealers then you have to wait until they do the next batch of a particular model. If you follow Emerson on Twitter they usually list which batches are being done from week to week. The mini CQC-7 will surface again as soon as the next batch is finished. The plain edge models usually sell out much faster.
