Far from it. They just strictly regulate what you can have and where.
As far as the O.P.'s question, I can only think of machete/billhook/other agricultural tools makers off the top of my head. I'd be surprised if there wasn't at least one company making pocket knives, though.
Quite a few slipjoints made in UK. Also some fixed blades. Locking blades are the same as fixed blades in UK and are highly regulated, so those are uncommon.
Try looking on the British Blades Forum http://www.britishblades.com/forums/forum.php - knives have a bad press in the UK, but that doesn't stop legitimate use such as farming, fishing, electrical ...... The day they ban the sale of the Stanley knife we may as well all emigrate..... There are still some good commercial knife makers in Sheffield, and various custom makers.....
I bought this a few years ago and ASFAIK they're still being hand made in Sheffield by Trevor Ablett. He makes quite a few patterns and they're all made one at a time ( and they're not too expensive)
