Asian pick ID?

My buddy found this presumably Asian hand pick. 18" handle. Similar size as a U.S. WW II army pick. Anyone recognize this tool?

Doesn't look Asian to me based on the form and markings. Looks more European. I don't know anything about the make or model though.

Yes, it looks vaguely similar to a coat of arms type arrangement, with Western letters in the top two quadrants.

Nope. Totally different shape to the mattock blade.
