Attaching a liner in a sheath

I am going to try to line a sheath for a customer in the near future and was wandering if the lining leather is sewn into the welt as well? I have never done this before and I appreciate any input or advice, Thanks in advance.
 
The welt goes in well after the lining is set and done so yes, your edge stitch goes through all layers including the lining. Any other stitching such as around the mouth of the sheath is done immediately after the lining is cemented in.
