attaching knife handle bolts question

so you have to drill a larger hole at the top so that the pin head goes in flush. I think I get it now. You don't HAVE to use one of those step drills though do you? Couldn't you use 2 separate drill bits to do the same thing? Thanks for the help BTW...

The problem with two separate bits is that you have a conical tip and the step will not be flat. If you have a drill bit that leaves a flat bottom that would work for the larger counter bore. A stndard drill can be used for the through hole.
