attaching knife handle bolts question

I bought some of these:

but i am having a problem figuring out how they go attached. Someone told me you tighten them up then grind whats left off, but if you grind the head off wouldn't the pins just fall out?

you have to drill the holes with a step drills bit that you can find at the same site

so you have to drill a larger hole at the top so that the pin head goes in flush. I think I get it now. You don't HAVE to use one of those step drills though do you? Couldn't you use 2 separate drill bits to do the same thing? Thanks for the help BTW...

the drill is ground to give you a square shoulder for a better tighter fit

The problem with two separate bits is that you have a conical tip and the step will not be flat. If you have a drill bit that leaves a flat bottom that would work for the larger counter bore. A stndard drill can be used for the through hole.
