Avatars, Signatures, etc

Hello,

I am sorry, I am sure this has been asked many, many times, but I cannot find a user cp, or any way to edit these options. I browsed the first page of the support forum and couldn't find anything, I also ran a quick search and came up with nothing.

A little help would be greatly appreciated.
 
Also, what used to be known as "User CP" has now been redesignated "Settings", which you can find in the upper right corner. It still won't allow avatars or signatures without a paid membership.
