its a hewing hatchet in decent condition. if there are no markings other than the dots, could we get a picture?
 
Hopefully they didn't bevel both sides of that.
I suspect that one will have a makers mark probably on the beveled side. A soft wire wheel on an angle grinder would probably reveal it, either by the poll or on the cheeks. They have a hardened steel poll. That one is probably forge welded, bit and poll.
 
It has the head and handle shape of an old Fayette R Plumb anchor brand. If that's what it is the head with ring like crystal when lightly tapped with a metal object.
 
Broad hatchet or hewinghatchet. Many makers made them, all the big makers. Vaughan still makes them.
 
I have 1 just like it stamped "WILLIAMS".
1 side along the eye is shattered almost like glass, but no pounding marks on it so I am assuming poor quality or dirty steel.
But the stamp is quite deep so I doubt yours is a "Williams" .
 
My guess is that it was user done with a punch. Maybe ID'ing ownership or number in a sequence of a set of tools onsite or in shop.

Do you have any idea how long they manufactured that handle style? It seems like I have seen that handle in advertisements from the early 1900's.
