Axe ID Help

Hi. I need some identification help & many people recommended this forum.
Found this rusty thing at an estate sale & have no idea what it is.
Not even sure it's an axe head, but if it is, what kind of axe or tool or weapon is it?

It sure looks like a cheap decorative battle axe wall hanger to me.
