Axe identification and pattern?

Just wanted to see if you guys can help me identify the maker and pattern of this double bit axe that I got from an antique store recently. After I got most the rust off I see a readable 4 marking on the right side then a word or words that appear to start with a F and end with EL. Also wanted to know what pattern of double bit this is? Looks different than my other ones. Thanks.
