Axe - what have we?

Found this in an abandoned building. Does not appear to be very old. Very poor sharpening job. No markings, but there is some faint red lettering. Any ideas on it? I plan to clean it, re-hang it and sharpen it.

This looks very much like an axe by Collins that I have, (and like very much), though the picture of the top view cuts off the bit making good identification harder. Also a fine handle with direct, clean straight lines. Unfortunate about that toe situation.
 
Is that a connie pattern? I wholeheartedly agree with survivor45 about rehanging it on its current haft and using it.
 
I'd say shes a connie, and I think I see a faint stamp and logo in the 3rd picture down...did council tool make a connie?
It looks in great, good looking cheeks, solid pole still. After a rehang and sharpening, it's going to be a great chopper for you.

I am at work so my connection and time is “spotty” but here is a hack-job of a couple of crop and filters - is it a symbol more than text maybe?

Kind of a CT or Keystone shape? Maybe an impress of a weight like 3 2 or 3 1/2?
“W” in a border?

Good job AgentH. We just need a better picture and some other angles maybe.
A little hand brushing with WD might clean up just enough quickly to reveal more
 
Whittle away underneath the axe head until the head can slip down 1/4" further onto the haft and 1/4" of haft sticks out above the eye. Then cut off 1/8" from each side of the kerf, exposing the ends of the wedges. Then grab them with a needle nose vise-grip.

Could be the pic but looks like continuous runout top to bottom on the handle. If that's actually the case, it looks like a good candidate for the dumpster (coughstraightboringcough). The head is awesome though, a great find.

That could be so. I wonder if you'd agree that the next thing to inspect would be the ring density? With a higher density the indication would be less problematic than with a lower ring count.
