You could check out REI or the like for quality packs in the <$100 range. You generally get more quality for your money with their in-house brand, e.g., REI's Traverse 30 or Lookout 40 packs. Not made in USA, however. As Brutane says, if you want a quality made-in-USA pack for $90, you might be out of luck. I carry a Frost River Geologist as my go-to-work and day hiking pack but it's nearly 2x your $90 limit. But a Frost River or Duluth Pack (the company FR broke off from) are just as tough or tougher than any modern tactical-style pack, with a level of old-school craftsmanship you won't find anywhere else. They also have a timelessness to them that you won't 'tire' or 'grow out' of in a few years, and that you might well hand down to your kids. It's not uncommon to see Duluth packs that are 2+ generations old, and still as durable and functional as they were when new. (There happens to be an original Duluth pack from 1882 for sale on 'the Bay' for a ridiculous $70K buy-it-now price! But how many companies today will have a pack in functional condition after 130 years?) In any case, much less costly over the long haul to buy timeless quality once than what is fashionable every 3-5 years...
