Balisong Laws in NJ and PA

It is my understanding that Balisongs are illegal to carry in NJ and PA, but recently heard otherwise. Of course this info did not come from a reasonable source. Could anyone enlighten me?
 
Pennsylvania case law:
Where opening knife required lock to be released, and
once lock was released blade could be exposed by flip of
wrist, knife did not have blade which could be "exposed in
an automatic way"... by "otherwise" legislature referred
to knives that were opened by some sort of mechanism which
is not a "switch," "push-button," or "spring" mechanism
but still a mechanism... (1979)

I'm pretty sure that was about a bali.

I think Philly has it's own restrictions as well.

Keep in mind that most LEO's (especially local) don't really know the law all that well. I'm sure they usually have more important things to worry about. Generally I think most knife laws are there to add on to the list when someone is picked up for something else.
