Balisong's legality for carry in WV?

are Bali's legal to pocket clip in Wv? the written laws are very hazy, im thinking if its less than 3.5" blade its ok?

check WV.gov for the WV code chapter 67 section 7 dangerous weapons any blade under 3.5 is defined as a pocket knife and legal to carry concealed or otherwise as long as not otherwise prohibited e.g the safe schools act, boarding a plane etc.
