Balisongs

I've been wanting to get a balisong but to order them online you need to be a LEO, or in the service like it says here.
This is a problem as I'm not either of those, so I was wondering if its ok to get one through privates sales, like in the classified section of this site.
I'm located in California by the way.

I don't know how much of that is effective law and how much of that is newgraham's interpretation of it. As I understand it, it's mostly an attempt to cover their butts in case of worst case scenario, as the application of butterfly knives to the federal switchblade law is kind of unstable right now.
