Becker BK11 will not take an edge.

I recently bought a new Becker BK11 neck knife and cannot get it to take an edge no matter what I do.
First, I tried several thing using my Tormek T4 to no avail.
a} I sharpened on my 220/1000 stone and deburred on a clean leather belt,
b} I also tried a well worn scotchbrite belt, a rockhard felt wheel loaded with green rouge and a paper wheel with white compound.
c} I also polished the edge [more than once] with my Japanese Water Wheel.

Second, I tried everything I could think on a SharpMaker. I have Coarse diamond rods throughth ultra fine rods. None had any positive effect.

Finally I tried using my Sharpal 360/1200 bench stones and still nothing. The darn knife will not cut paper, catch a fingernail or shave hair, and most knives I sharpen will in short order! HELP!
 
Well that’s strange. Are you certain you are sharpening all the way to the apex? Can you feel a burr before moving to the other side? Have you tried using a Sharpie to mark the edge?

Even if the steel is soft it will sharpen up enough to cut paper.

Worst case...mail it in to Ka-Bar. The have very good customer service.
 
I've got the BK14 which is very much like the BK11 and uses the same steel, I get a very sharp edge using my KME with no issues at all
 
Color the edge with a sharpie before your next try then see if you are actually reaching apex.
