Does anyone have any opinions on a good beginners tactical hawk that will be used in the field - something that can be had in a relatively reasonable amount of time, i.e., 4-6 weeks?

what do you want to do in the field with it?
Cold Steel has a few for light duty that's really cheap...
ATC's quality is much better but the price reflects it.
Once you've whetted your appetite for hawks, then try custom makers for the styles and features that suit you.
