You might just try searching for : How to build a belt grinder. Many to choose from.
You can turn a belt sander upside down in a vise and use this although I don't reccomend it. Maybe someone else will offer a set of plans that they used.
Small ones to start out with are cheap. Around $50. at Harbor Freight. Good luck.
