belt sander or a scroll saw?

I live in an apartment and I was going to start making knives from kit's. I only have the money to spend on one of these tools a scroll saw or a small belt or hand sander and I don't know what one to get the handle material that I like to use is the Micarta canvas or linen if that helps any.

I want the tool that would be best right now for the job and help me make these handles a little faster and in about a month or so I'll buy the other tool. Thanks for the help.

Given that you are working from kits I would suggest the scroll saw. I would not be without mine. Shaping the handle contour can be done with a strip of sandpaper in a vise or in the worst case a file.
