When using a belt sander to sharpen a knife, what is the general rule for consideration of heat build-up?

Am I right in assuming as long as the blade does not get hot to the point of being uncomfortable to hold in your hands, there is no damage to the heat treatment from the factory?

I have heard that the edge can get hot to the point of ruining the hardness of the steel without the rest of the blade being uncomfortable to handle.
 
You have heard correctly. The edge is thin, and heat builds quickly.
A quick pass on the belt, dip immediately in water.
 
+1 to what bill said. some steel can take more heat than what most people would think though. in school i would grind a toolbit for a lathe and it wouldnt sizzle water but there would be steam come off the bit. that same bit would turn steel all day with no problems.
