Best budget knife?

Navy K622. Cheap but built like a $150 knife. Only one of the cheap one's that I have seen with brass blade spacers instead of cheap plastic. machining is very nice and the G10 is actually G10 and not just plastic. Lanyard hole and decent pocket clip. You won't be disappointed.
 
SAK - unsurpassed quality and utility
Opinel - slicing perfection
Mercator K55K - traditional cool
Douk douk - tough as nails
Svord Peasant - strength in simplicity
Buck 301, 303 - Well made in the USA

These designs have stood the test of time. Can't help you with the new stuff.

Pretty much any of Kershaw's budget line, Spyderco's Byrd line, or Ontario's Utilitac 2 line.

These are assuming you like convenience(ie, things like 1 handed opening and a pocket clip). If convenience is not important to you, dogstar's list are all good designs.
 
Ontario RAT II for lightweight, discreet carry. If you'd prefer a larger knife, consider the RAT I or Utilitac II.
 
I've never seen a modern locking knife for under $30 that I would own if you gave it to me. Thats just me though.

I do have many non locking traditionals under $30 that I do love though.

The two under $30 I carry the most are a Case Pen knife(yellow derlin/CV) and an SAK Alox Cadet.
 
I rotate through a handful of EDC folders, and the most expensive (and least carried) was just outside of your range at $35; the others were all under $30. My favorite is the Kershaw RJI, although the model I carry - plain edge w\ black blade - is apparently discontinued. It has steel liners and G10 scales on both sides, plus a deep-carry pocket clip, which are features I definitely appreciate. My other two favored EDCs are also Kershaw imports (Vapor III and One Ton) that each have different things going for them.

Although I don't carry it currently, the Ontario Utilitac II is another one I like in the under-$30 range. The build quality is far beyond what the price tag suggests.
 
My experience is that the Ontario Utilitac II is the best budget knife hands down. But it's just my opinion; doesn't have to be yours. :)

Also like really like the RJ1 Kershaw only kershaw i still got and Utilitac II is also unbelivable value for price. Either would be good choice. Or a fixed Mora.

Because it's flat grind makes it so slicey.
 
What kind of utility, though? What kind of stuff would you be cutting, in what environment, and how frequently?
 
Probably something from the Byrd line would be a good way to go.
