I am looking to purchase a small fixed blade (3"-4.5") tactical knife to cary concealed on my person and was hoping for some input/advice?
Knives I am considering: Ka-Bar Impact Tanto
columbia river M60
Ontario Knives QN-TAK1
SOG Seal-Pup
SOG Field-Pup
Also any advice on methods of carry?? Considering the new CRKT Merlin II

Go with the Seal Pup. You won't be disappointed.

The Seal Pup comes with a belt sheath, so it is somewhat difficult to carry concealed unless you are wearing a long coat. Try making a pancake-style sheath that allows the knife to ride high, with the handle completely above the belt. I suggest positioning the knife vertically for a strong-side draw.

If you are looking for a SD knife or weapon then I would recommend the Polkowski/kasper companion from CRKT, they run about 30 bones, then use your remaining money to have a custom sheath made for it. This is a true weapon an excellent design and thematerials and construction are entirely adequate for the purpose.

You might want to take a look at the Spyderco Temperance:

The Temperance has a very secure and comfortable handle and its light weight and excellent sheath make it easy to carry. There is also a Temperance trainer available.

Good luck with your selection and welcome to BladeForums.

Get a discontinuted Spyderco Perrin or a Temperance as suggested above.

I'd go with either an AL-Mar Sere operator, a BM Nimravus or Camillus CUDA CQB in a small tactical fixed blade. All are fairly thin and don't have really thick handles and come with kydex/techlok sheaths.

Another vote for the Spyderco Perrin. Excellent steel (VG 1O), safe grip and easy to carry.

The AL-Mar Sere Operator is an excellent knife, too, but for me it is a little bit too large to carry it concealed.

If you prefer a 4" blade, you might also give the Camillus Cuda QBC Junior a try although it has a very short handle. It surely is too short for my hands. Yet I still carry it as a neck knife sometimes.

Can you tell me why you would want a thin fighting knife?

You need a thick one, because you need to be able to stab 100's of different people and not worry about the tip breaking.
