Best MP Tool for a new user?

I'm looking for a multi-purpose tool with pliers, blades, saws, files, etc. to give as a gift to a friend who has never owned one. I don't want to spend more than $30 at this time. I'm looking for suggestions from you folks and also reasons for your recommendation.

It is very nice of you to want to give your friend a multitool; A VERY useful item.
I'm afraid, however, that you're going to be hard pressed to find a decent, full function multi-tool for less than $30.

Some of the smaller, multi-tools would include:
Leatherman Micra, P4 or S4 ~$30
Leatherman Fuse ~$38
Gerber Shortcut Mini Scissor ~15
Gerber Muti-Plier 400 Compact Sport ~$36
SOG Pocket Power Plier ~44

Or consider the original "Multi-tool"- a Swiss Army Knife. Some versions can be had for less than $30

If you intend to stick with the $30 budget, I would get your friend a Leatherman Kick. Available widely for under $30. You will be sacrificing file and saw, and the tools don't lock, but it is a high quality tool. I would steer clear of budget tools as these can vary widely in quality.

If you can stretch your budget to $43, you can get Leatherman's Blast. This has locking tools, and a file and saw.
 
I have a leatherman Kick that I have carried almost daily for the past two years. It gets used often .

I forgot about the Kick. That might be just the ticket for him.
I carry an old Wave that I LOVE. But you can't find those in his price range.
 
I have a gerber that was given to me 10 years ago it was one of the ordinary ones you can get at any wallmart etc it has lasted and served me very well. My advice would be take your time and save up for what you want when you see it deliberately ingnore knives that you would otherwise get and put the money aside for something you know is going to last. I personaly have my eye on a leatherman charge tti if I can stop spending money on guitars.
 
Although a little over your budget, the Blast is a good recommendation. It has the perfect tool assortment IMO. I'd also consider one of the larger Swiss Army Knives, which you can find on Amazon or Ebay in the $30 range.
