Best steels for small forged blades?

This is a question I ask for a friend, I don't have a forge. I would like to find out what steels meet these requirements:

- can be forged
- can be heattreated in the shop without extremly expencive equipement
- very good edge holding and impact resistance (the blade will be like 3" and rather thin)

Informations about sources where to buy the steel are welcomed!

Another thing. Has anyone tried to forge D2? Is it good for forging and how should it be heattreated?
 
I haven't tried to forge D2, but my understanding is that you can not forge D2 because it is an air hardened steel, ie when it is removed from the forge it starts to harden right away. If it starts to harden as your forging, it will crack. Its a stock removal steel only

You can buy these steels from the knifemaking suppliers and from Admiral Steel. I have a love-hate thing going with Admiral, I like the selection of steel, but the customer service is somewhat uneven in my experience. Don't know about shipping overseas.
