Best Straight Razor for under $25?

The only thing you'll find in that price range is an antique. Modern quality straight razors are mostly $100+
 
When I first got into straights I bought several off the auction site for under ten bucks, but like FortyTwoBlades said they were all vintage razors. All turned out good shavers after some TLC.
Just make sure they are German (Solingen) or English (Sheffield) steel. They seem to be the best edge holders.

Also, I'd advise against a Parker shaver with the changeable blades, it shaves but it doesn't compare to a real straight.
Whipped Dog is awesome, buy a balsa strop while you're there.
 
I have one that I bought from some mall ninja store years ago, before I was REALLY into wet shaving. Some chinese made thing with 440 stainless. It is definitely not shave ready, but if you want something to practice your honing skills on, it's yours. Just shoot me a message and I'll send it to you. I've never used it to shave and I don't know if the steel can take an appropriate edge with which to shave....comfortably. My first quality straight edge was a Thiers-Issard super gnome and while I understand people have different financial priorities or limitations - if it is feasible, I would recommend spending a bit more and getting a decent shave-ready razor (lots of knowledgeable people can recommend a good starter razor as crazyengineer has) so as not to get totally turned off by the straight razor experience.
 
IN THEORY you should be able to put a proper shaving edge on the Chinese cheapie since bronze razors used to be used...I don't expect it'll be easy by any stretch of the imagination, though. :p
