Just missing the chain, one pedal and possibly a water trough. I couldn't tell if it ever had one or not.

If it had one it would probably have been a drip can rather than a trough. Bicycle-based grinding wheels can be found the world over, including in Central/South America, Africa, the Middle East, or in Europe like this Italian fellow:

They always seem to be one-off custom machines, with no manufacturer producing them in volume or with any uniformity.
