I just checked mine, no half stops. Pull is around a 5.5 to 6.25. Blade is pinchable.

As you can see, mine lacks the typical filed backspring and carved/engraved bee.
Be aware a Laguiole does NOT snap shut - by design. You have to push the blade closed the last 1/4 inch or so

There is no kick on the tang. The tip can/will hit the spring. (hence the need to push the blade closed the last little bit. No edge damage. It is also no big deal to glue a small piece of leather to the spring. I used a bit of flat leather lace for leather working, if you are really worried about the blade tip contacting the spring.

I don't have one, but another option for a toothpick style might be the Opinel Slim series.
They are a friction folder, but do have an optional use twist ring blade lock. (The lock does not automatically engage when the blade is opened. I don't know if the "latest and greatest" 2018(?)/2019(?) version can lock the blade in both the closed and open position.
My Number 6 and Number 8 have the second design lock. (1st design (1955 to 1970's or 1980's) could not lock in the closed position. 2nd design (1970's or 1980's to 2018 or 2019) can lock the blade open or closed.)
Truth to tell, I don't bother using the locks. I haven't popped them off (yet) since they are not in the way.
Another option MIGHT be the Cold Steel KUDU with ratcheting ringlock. (lift the ring to close the blade. If you do it wrong, you are likely to leak red stuff.) They also make a slipjoint non-locking version.

The pull on the ring lock is easy. However, the "teeth"(?) on the tang could be considered a easy to overcome in both directions stop.
The Kudu Lite slipjoint has a normal half stop. Also, at 4 3/8 inch, the blades may be a tad longer than you want.
The blade on both are pinchable. I don't bother with the nail nicks.
