So my buddy is having his 31st birthday coming up and on top of that he's getting married soon. He's well a well versed outdoorsman. Very minimalist kind of guy. I'm trying to get him an awesome fixed blade. He was really into my esee 3 mil and I'd like to get him something similar to it rather than the same thing. He said he prefers a smaller blade about 3" also.

Any ideas?

TOPS .230 machete = awesome for the outdoors. Made in Idaho and under $90 at GPKnives or KnifeWorks.

Have you looked at some of the offerings from Ka-bar's Becker line? In your price range and they also got some knives that can be real nice smaller fixed blades/neck knives. I havent gotten my hands on one yet but i will eventually, i have a df2 and manix 2 next in line. From all the great comments on the becker line i doubt you or your buddy will have any negative experiences with those products.

Also check out the DPx HEST II line of knives. I own a couple and they are very good knives.

I agree the becker bk11 or bk24 in D2 steel seems to be just what your friend may like
And they are very budget friendly,,,,you can get the knife & some wood or macarta scales and still be under your budget.
Even add a nice custom kydex or leather sheath whichever he prefers
Good luck.

Maybe an ESEE Izula 2, nice handles, and kit?

I would second this. Just received an Izula 2 from my best bud, and it's pretty much perfect:
